My local dealer wants to charge a 284 admin fee, the other local dealer who I refuse to buy from wants 350. Any bargaining tips on this? I thought about asking what exactly this fee does for me and suggesting a few free oil changes to not gripe about it on my honda survey after the buying process. Any other ideas? Thanks in advance!

My dealer charges $299 administrative fee. I always ask about any fees before I buy and then I make them an offer. The bottom line is the "out of door" price.

That's smart negotiating.
Here in NJ, the Admin Fee can include title and registration. On my purchase it included 5 years of state registration renewals (at $100+ a pop) so I was happy.
I agree, sometimes it can be negotiated, the fee can be used as "padding" to make a great deal, less-so.

In NY, it's about $45 but DMV is extra. They can't charge a penny more than what DMV charges.

that does not include the title/registration which is 54 i think and the 300 sales tax on the car.
